Concrete Ramp and Path Resurfacing for Accessibility, Central Coast Guide

Concrete ramps and paths on the Central Coast serve an ageing and diverse community, particularly in the region’s significant aged care, healthcare, and holiday accommodation sectors. As concrete deteriorates, trip hazards develop and surface texture degrades below slip-resistance requirements, creating both safety and legal compliance problems for property owners.

Resurfacing an existing ramp or path for accessibility is far less costly and disruptive than full replacement, and in most cases produces a result that meets or exceeds the original specification.


Australian Standards That Apply

Accessibility in the built environment is governed by a framework of Australian Standards and legislation:

Disability Discrimination Act 1992 (Cth): Makes it unlawful to discriminate against a person on the grounds of disability. For premises open to the public, this includes providing accessible paths of travel where reasonably practicable.

AS 1428.1, Design for Access and Mobility: The primary standard for accessible paths, ramps, and surfaces. Key requirements include:

AS 4586, Slip Resistance Classification: Defines how surfaces are tested and categorised. For ramps in wet conditions, the minimum is Class W (PTV ≥ 36 wet). For ramps and steps in wet conditions leading to/from wet areas, Class X or Y is preferred (PTV ≥ 45).

NCC Section D (Access and Egress): The National Construction Code specifies accessibility requirements for new and upgraded buildings. For existing buildings, upgrades that are subject to building approval trigger access compliance assessment.


Why Ramps and Paths Fail on the Central Coast

Loss of surface texture: The non-slip properties of a concrete ramp depend on its surface texture, a broom finish, exposed aggregate, or applied non-slip coating. As the surface wears, polishes, or the sealer degrades, the effective slip resistance decreases. In coastal areas like Gosford, Terrigal, and Woy Woy, salt air and biological growth further degrade texture.

Delamination of applied coatings: Painted or coated surfaces frequently delaminate in the Central Coast’s temperature cycling and UV environment, especially on north-facing ramps that receive full summer sun. Delaminating coatings are themselves a trip hazard.

Edge deterioration: Ramp edges chip and crumble, particularly where vehicles or heavy trolleys repeatedly travel over the edge. A chipped ramp edge becomes a serious fall hazard for wheelchair users and people with visual impairment.

Cracking and displacement: Settlement cracks across a ramp surface create lips and irregularities. A vertical displacement of just 5 mm in the path surface is sufficient to create a significant trip hazard and potential non-compliance.

Drainage failure: A ramp or path that collects water, due to incorrect cross-fall or blocked drainage, becomes a slip hazard regardless of surface texture.


Resurfacing Solutions for Accessible Ramps

Light Grinding and Non-Slip Coating

For ramps where the structural surface is intact but slip resistance has degraded:

  1. Diamond grind the surface to remove worn coating and expose clean concrete
  2. Apply a penetrating primer
  3. Apply two coats of polyurethane or polyaspartic coating with 20-30 mesh aluminium oxide incorporated
  4. Apply tactile line indicators at ramp transitions

This is the most economical approach and is appropriate when the concrete is structurally sound. Cost: $25 to $45 per m².

Full Overlay on Ramp Surface

For ramps with surface deterioration, cracking, or poor fall geometry:

  1. Diamond grind to expose sound concrete
  2. Apply polymer-modified cementitious overlay at 5-8 mm
  3. Broom or texture finish to achieve required slip rating
  4. Seal with non-slip polyurethane

This approach also allows the falls (drainage gradient) to be corrected if they have settled or were originally incorrect. Cost: $55 to $80 per m².

Crack Repair and Partial Overlay

For ramps where specific sections have cracked or the edges have crumbled:

  1. Cut out and repair damaged sections with high-strength repair mortar
  2. Grind to level
  3. Apply overlay over the full ramp surface for a consistent finish
  4. Seal and mark

Gradient Correction, When Resurfacing Can Fix More Than the Surface

Building up concrete overlays to correct ramp gradients is an underused application of resurfacing technology. If your existing ramp is:

  • Too steep (exceeding 1:14 for AS 1428.1 compliance)
  • Incorrectly cross-falling (water ponding at the base)
  • Creating an abrupt change in level at the base

…a tapered overlay can correct these issues without full demolition and reconstruction. The overlay thickness varies across the ramp surface, thicker at one end to adjust the gradient, tapering to almost nothing at the other. Polymer-modified overlays can accommodate tapers of 3-15 mm across a ramp run effectively.

Important caveat: Correcting a ramp from 1:8 to 1:14 requires increasing the run length, you cannot correct a too-steep ramp with an overlay alone. The overlay can correct minor gradient variations and drainage issues but not the fundamental geometry of an incorrectly designed ramp.


Tactile Ground Surface Indicators (TGSIs)

AS 1428.1 and AS 1428.4.1 require TGSIs, the raised dot or bar patterns installed at the top and bottom of ramps, wherever a ramp connects to a public path of travel. TGSIs must be:

  • Warning TGSIs (raised dots): At the top of ramps leading to a change in level
  • Directional TGSIs (raised bars): Along paths where direction changes significantly
  • Colour contrast: Minimum 30% luminance contrast with the adjacent surface
  • Material: Concrete, ceramic, stainless steel, or polyurethane composite inserts

When resurfacing a ramp, new TGSIs should be specified at the same time. Cast-in polyurethane TGSI inserts are installed as part of the resurfacing scope, these are the most durable option and can be colour-matched to the overlay.


Applications on the Central Coast

Aged care facilities (Gosford, Wyong, Umina): The Central Coast has a disproportionately large aged care sector. Many facilities were built in the 1980s, 1990s when accessibility standards were less stringent, and their ramps and paths need upgrading to meet current requirements. Staged resurfacing programmes are common.

Holiday accommodation (Terrigal, The Entrance, Avoca): Accessible accommodation is required under the DDA and increasingly demanded by guests. Deteriorated ramps and paths at holiday parks and rental properties need resurfacing to maintain accessibility and avoid discrimination complaints.

Commercial premises (Gosford CBD, Erina, Tuggerah retail): Entry ramps, footpath crossings, and car park paths at commercial premises in Central Coast towns are subject to DDA compliance. Council building inspectors can issue compliance notices requiring works.

Residential (Umina, Woy Woy, Gosford): Homeowners with mobility requirements or ageing household members increasingly need residential ramps resurfaced or upgraded. NDIS funding can sometimes contribute to this work, see a registered NDIS provider for eligibility.

Frequently Asked Questions

Does a residential ramp need to comply with AS 1428.1? AS 1428.1 is mandated for public buildings and places open to the public. For private residences, it’s not legally required, but following its gradient and slip resistance requirements is considered best practice and relevant if the property is ever used for short-term rental or commercial purpose.

Can I get a safety rating report after the resurfacing? Yes. The contractor can provide a slip resistance test report (Pendulum test) for commercial premises requiring documentary evidence of compliance. AS 4586 Classification testing is done through an independent NATA-accredited testing laboratory.

My aged care facility has 12 ramps that need attention, can you stage the work? Absolutely. Large-scale ramp resurfacing programmes are staged to minimise disruption to residents and staff. A detailed stage plan showing which ramps are out of service at each time, with alternative routes, forms part of the project proposal.

Is NDIS funding available for accessibility ramp resurfacing? It depends on how the support is funded and what plan the participant has. Home modifications for accessibility are generally funded under the Capital Supports budget (Home Modifications). The participant’s support coordinator or local area coordinator can advise on eligibility. The contractor can provide quotes in the format required for NDIS approval.

How long is a ramp out of service after resurfacing? For a standard overlay: foot traffic at 24 hours, wheelchair and mobility aid traffic at 48 hours. Ramp resurfacing is scheduled during periods of lowest use where possible (overnight, weekends) to minimise disruption.
