Exposed aggregate driveways were extremely popular across the Central Coast through the 1980s and 1990s, and many Terrigal, Avoca Beach, and Kincumber homes still have them. The aggregate itself is often still in good condition, but the surface looks tired, the sealer has gone yellow, or the homeowner simply wants a different aesthetic. The question is: can you put a new overlay on top of exposed aggregate, and will it hold?

Second, and critically, a diamond grinder can partially abrade the protruding aggregate, reducing the height variation from 5-8 mm down to 2-3 mm. This reduces the amount of base fill material required.
For heavily textured pebblecrete aggregate, grinding may need to be done in multiple passes. The goal is a surface that’s relatively uniform in height and free of loose stones or delaminating cement matrix.
Step 2: Apply a Levelling Base Coat
A polymer-modified cement-based levelling compound is applied to fill the valleys around the aggregate stones. This brings the surface to a consistent plane. The base coat must be feathered to nothing at the edges.

Spray-On Concrete Overlay
The most popular option on the Central Coast. A polymer-modified cementitious mix is applied by brush or spray, textured with a roller or brush technique, and sealed. The result looks like freshly poured coloured concrete. It’s suitable for the high-UV, coastal environment and can be matched to any colour.
Typical total thickness over exposed aggregate: 8-12 mm (including levelling base coat).
Stencilled Concrete Overlay
Stencilling can be applied over the levelled base to create patterned effects, tile patterns, cobblestone, slate, at a fraction of the cost of the real material. The stencil is laid on the levelled surface, the overlay applied, and the stencil removed before the concrete fully sets.
Note: stencil overlays need a very flat base to achieve clean pattern edges. This means the levelling base coat step is even more important.
Microtopping / Skim Coat
A very thin (1-3 mm) cementitious or resin-based topping that creates an ultra-smooth finish. Not recommended directly over heavily textured exposed aggregate, the texture will telegraph through. Only suitable if the grinding and levelling steps bring the surface to near-flat.
What You Cannot Do
- You cannot apply a thin coating (sealer or paint) and expect it to look smooth. Sealers don’t fill, they coat, so the aggregate texture remains visible.
- You cannot use the overlay to fix structural issues. If the aggregate slab has cracking from root damage or soil movement, fix the structural cause first.
